The RIPE NCC Charging Scheme 2027 (ripe-867, published 11 September 2026) raises the annual fee to €1,894 per LIR account from 1 January 2027. The first ASN registered to each account is included in that fee. Each additional ASN still costs €50, each independent assignment €75, and the sign-up fee stays €1,000.
Members adopted it as Model A at the May 2026 General Meeting, by 1,547 votes to 1,479. For a sponsored PI block the RIPE NCC line stays €75; for a sponsored ASN it stays €50 when the sponsoring LIR already holds an ASN of its own. Our sponsored ASN costs €130 a year as of September 2026 and stays €130 in 2027.
What does the RIPE NCC Charging Scheme 2027 change?
ripe-867 keeps the model the RIPE NCC has used for more than a decade: one annual fee per LIR account, the same for every account. It changes two lines, the ASN fee and the legacy IPv4 fee, and raises the annual fee by €94.

The €50 per-ASN fee itself dates from the 2025 scheme (ripe-828); 2026 only carried it over. Both models put to the vote targeted the same income budget of €42.5 million, the 2026 budget plus 3.3% Dutch inflation for 2025, over an assumed 20,000 LIR accounts (options announcement, April 2026).

How does the first-ASN-included rule work?
The text is two sentences: "The first ASN assignment registered to an LIR account is included in the annual fee. Any additional ASN assignments are charged at EUR 50." The count is per LIR account, not per member. A member with three LIR accounts gets one included ASN in each.
The rule covers every ASN type that carries the fee: INFRA ASNs, sponsored ASNs and legacy ASNs, direct or through a sponsoring LIR. The April 2026 options announcement described it as one ASN included "if RIPE policy requirements are met". The number still has to qualify under ripe-679, which requires a multihomed network.
The RIPE NCC's own budget shows the size of the change. The slide presented at the General Meeting counts 31,200 billable ASNs at €50 for 2026 and 18,000 for 2027, so ASN fee income drops from €1.56 million to €0.9 million (General Meeting presentation, 20 May 2026). On the same slide, annual fees from existing members rise from €36.0 million to €37.88 million.
ripe-867 does not say how a sponsored End User ASN ranks against the LIR's own ASN when the RIPE NCC picks the "first" one. When the LIR already holds an ASN, the RIPE NCC per-ASN fee for a sponsored ASN stays €50 in 2027.
Who pays more in 2027, and by how much?
Every LIR account pays more. The size of the rise depends on one question: does the LIR account hold at least one ASN?

Any account that holds at least one ASN pays €44 more, whatever the number of ASNs. The €50 it saves on the first ASN offsets part of the €94. An account with no ASN at all takes the full €94.
A sponsoring LIR with many End User ASNs sees no change on those lines as long as it holds an ASN of its own. An LIR that holds no ASN but sponsors End User ASNs depends on the open point above. Until the RIPE NCC says otherwise, budget €50 for every sponsored ASN.
Legacy holders under a direct agreement with the RIPE NCC take the largest rise. Their fee equals the annual fee per LIR account, so it moves from €1,800 to €1,894, and each legacy IPv4 registration now adds €75. Legacy IPv4 registered through a sponsoring LIR stays at €75, as in 2026.
A new member opening its first LIR account in 2027 pays €1,000 plus €1,894, and its first ASN is included in the €1,894. The application itself is described in How to Become a RIPE LIR.
What was Model B, and how close was the vote?
Model B was a category model. It sorted each LIR account into one of 21 categories by the PA IPv4 or IPv6 space it holds. Category 1 (no PA IPv4, IPv6 PA of a /29 or less) cost €500; category 21 (a /5 of IPv4 or a /10 of IPv6 and more) cost €39,864. A /29 of IPv6 PA was included in the base fee. The ASN, PI, legacy and sign-up lines were the same as in Model A.
The Executive Board recommended Model B. By its figures almost 75% of LIR accounts would have paid less than in 2026, while the largest holders would have paid over €30,000 (same announcement).
Members chose the flat fee anyway. Voting ran online from 20 to 22 May 2026 and the result was read out on 22 May (minutes, voting report):

A total of 3,049 votes were cast (results announcement). The margin was 68 votes. The October 2026 General Meeting (28 to 30 October, Sofia) has no charging scheme vote on its agenda (draft agenda), so ripe-867 is the scheme for 2027.
What does ripe-867 mean for a sponsored ASN or PI holder?
A sponsored End User does not pay the RIPE NCC directly. The RIPE NCC bills the sponsoring LIR, which passes the charge on under the End User contract. ripe-867 leaves those two lines where they were: €50 per sponsored ASN when the LIR holds an ASN of its own, €75 per PI assignment.
Our price does not move either. A sponsored ASN through us costs €130 a year as of September 2026 (€80 service fee plus the €50 RIPE NCC fee at cost), and it stays €130 for 2027. Paying two years at order costs €234. You can order a sponsored ASN with no RIPE NCC membership; the ASN cost breakdown sets it against the other four RIRs.

When does the 2027 invoice arrive?
ripe-867 fixes the date: fees per LIR account are "determined based on data gathered on 31 December 2026" and invoices are sent in January 2027. Every ASN and independent resource held on that date is billed for the full year.
The RIPE NCC Billing Procedure 2027 was not yet published on 28 September 2026. The 2026 procedure sets these rules for the current year:
- Existing members are invoiced the full year for each LIR account held on 1 January
- Invoices are due within 30 days; after 60 days unpaid the RIPE NCC processes no new requests
- Unpaid invoices follow the ladder in ripe-858: reminder at 30 days, suspension and final reminder at 60, termination notice after 120 days
- Every LIR account must be paid up before the member can transfer resources
How can you avoid the 2027 invoice?
Act before 31 December 2026. The snapshot decides the bill, and nothing filed after it changes the year.
- Closing an LIR account. The 2025 and 2026 billing procedures both say the year's contribution is due in full unless a valid closure request was submitted before 31 December of the previous year. A paid fee is not refunded pro rata. Under ripe-858 the Standard Service Agreement ends three months after the RIPE NCC receives the notice, sooner by mutual agreement.
- Stopping sponsorship of End User resources. A sponsoring LIR that no longer has a contract for an ASN or PI assignment files a Stop Sponsorship request before 31 December (member update, November 2025). The LIR Portal form takes effect immediately.
- No re-signing trick. Ending a sponsoring agreement before 31 December and signing a new one for the same resource after 1 January counts as continuous. The full fee stays due.
- Returning unused numbers. An ASN or PI assignment returned before 31 December is not on the 2027 invoice.
A member that closes loses the right to act as sponsoring LIR (ripe-858). Once its Standard Service Agreement ends, its End Users receive a RIPE NCC notice under ripe-815: 10 working days, a reminder with 10 more, then deregistration. If you hold an ASN or PI block through an LIR that is closing its account, change your sponsoring LIR before those windows run out.

Is the first ASN free from 2027?
It is included in the €1,894 annual fee, one per LIR account (ripe-867). Each additional ASN costs €50. An LIR account that holds an ASN still pays €44 more than in 2026, because the annual fee rises by €94.
Does the RIPE NCC fee on a sponsored ASN change in 2027?
No, when the sponsoring LIR already holds an ASN: it stays €50 per sponsored ASN. ripe-867 does not say how a sponsored ASN ranks against the LIR's own first ASN. A sponsored PI assignment stays €75.
Did the RIPE NCC adopt the category model?

When will the 2027 RIPE NCC invoice arrive?
In January 2027, based on the resources held on 31 December 2026 (ripe-867). The 2026 billing procedure gives 30 days to pay. A closure or Stop Sponsorship request filed before 31 December keeps the account or resource off that invoice.
Will your sponsored ASN price change in 2027?
No. It stays €130 a year: our €80 service fee plus the RIPE NCC's €50, passed through at cost. The two-year prepay at order is €234.
